AT&T switched to some type of agreement with Yahoo in the last month or so. Now sending email through "mail.bellsouth.net" SMTP is limited to 10 emails within some elusive amount of time as a method to control spam. Is there a way to slow Order Manager down when processing emails?

Your only option at present is the External Stack Controller, which can rate-limit e-mails but must also be used for synchronizing QOH and sending status updates to your cart. The catch is that doing so with some recently-implemented carts is not supported via the External Stack, only the internal version included w/ Order Manager.

Beyond that, you can investigate a 3rd party SMTP host, though some ISPs (like Comcast residential service) will actively thwart connections to 3rd party mail servers and force you to use their own. Your beef is almost certainly w/ the ISP here, but the Ext Stack, if it's an option, will definitely help.
